Reason for Decision:
Sources, sources, sources. Emanuel, you referenced that you had sources, but did not include them. Monique, you failed to clearly rebut Emanuel's argument against how to determine who is African American. However, I am glad that you came up with some framework on how to deal with it. I ultimately voted for Monique since her argument was better laid out.
