    Comments: Comments in decision - good job. Comments in decision - although I do think you should have extended the unemployment disad.

    Reason for Decision:

    I vote negative on topicality. I think the negative should have made the topicality argument more explicit in his first speech but ultimately decide that the house does not support the resolution in terms of abolishing prisons but rather favors prison reform. I think the negative should spend more time discussing why topicality matters - why it is a voting issue - possibly by discussing how it limits the oppositions ground, the ability to make counter-plan arguments (such as a decriminalize rather than abolish counterplan) when the affirmative/house does not fully support the resolution. In this round the scenario certainly seems to be true.
