The decision is for the Proposition: Elaine Wei
Reason for Decision:
Ultimately I think the framework is a wash in this debate. If you want to think cost benefit or what's the most humanist I think the prop takes this one. The opposition is not responsive to the prop case. There is no mandate to ban the dolphin hunt. The or in the resolution means decry or demand an end. The prop was clear about her plan and I think most of the opp arguments on case just don't really respond to the prop plan for release a report and come up with recommended changes to make it healthier for humans and less mean to dolphins.
