    Comments: I like the points you develop in your opening speech. You should provide citations for the evidence you're referencing in your speech. I think you do a good job at hitting the major points but you can probably do a little better at fully impacting out your arguments. You need more on why international law can solve the harms you outline as well.

    You need to more directly weigh the damaging of ET ecosystems versus the benefits of exploring unhindered by international restrictions. I also think you do a great job at explaining how rule of law can fix the problems before the issues happen. Great job at answering the opp's arguments.
    Good jobs with your citations. I think you do a good job at going for the major issues on the opp side. However, I think it would be stronger if you coupled your indict of international law with a private nation-state counter-plan so you can capture the benefits of the prop and not link to your offense against international law. I also think you can do a better job at getting to the terminal impact of your scenarios.

    I think your misrepresent her point on rule of law. I also think a lot of this speech is defensive since you do a lot of hole poking. You need to do a better job at explaining why you win and framing the ballot for me. You do this better at the end of your speech. However, starting your speech off with that would better help frame the entirety of your speech. I also think you should be emphasizing presumption and not mutual exclusivity since you don't have a CP. This could be a style of debate question. But to me it sounds like you're making a presumption argument that if the aff can't win their scenario I should vote opp on presumption since they haven't met their burden. In regards to you can't explore space and have an ethical obligation to protect it, I think the prop answers that argument by explaining how protections are essential for beneficial exploration.

    Reason for Decision:

    I think that even if there isn't much of a risk of international solvency, the prop wins that the only value of exploring space is if microbial life and ecosystems aren't destroyed. If exploration happens quickly and irreversible damage happens the end result means we don't gain the benefits of space exploration. This means even if the prop slows down the pace of space exploration, she wins her contention that such protections are necessary in order for space exploration to have any value. I think the opp needs a clearer disadvantage to their side or a counter-plan to help counter this point. If international law wasn't just ineffective but actually created conflict and war, I could use that to outweigh the benefits of the prop. Or if there was a private business responsibility cp or something then I could say the opp can solve the benefits of the prop while having a net-benefit. However, absent these things I think there more fruitful space exploration happens in the world of the proposition. Good round that was enjoyable to watch. Long and short is that the opp needed a clearer external impact for me to weigh against the proposition's points.
